Spirits and gods can use magic of a kind, but humans who can wield it are pretty rare. And even then, it's only things like being more spiritually sensitive, not summoning fire or lightning.
Where I'm from, humans can't use magic naturally, but we have technology that lets us borrow power from other sources. [she points to the choker on her neck.] At least, that's how I typically managed the whole "fire and lightning" thing.
"Typically" as in... that's how it worked for ages, and then something caused the entire nature of magic to change dramatically, so we can't do it that way anymore. I still wear this all the time, but the core's actually totally defunct.
